Tip: The Onion

Imagine the IS column as an onion! yes an onion, and the IS NOT column is the next layer of the onion. You are not interested in layers beyond the one closest to your scope.

Each entry in the IS and IS NOT [COULD BE] columns should be stated as objectives. It is just that the objectives in the IS column are objectives that you and your team are responsible for achieving and the objectives in the IS NOT column are objectives that are the responsibility of either stakeholders or related projects.

Both the IS and the IS NOT objectives have to be achieved for the project to be a success.
